Barge movements on the Rhine are close to a standstill, so inland containers are stacking up at Rotterdam and Antwerp. Ocean rates fell a third week to $4,255 per 40ft, and 72 new UK tariff suspensions took effect on 5 August.
Water levels on the Rhine have fallen far enough that barge activity is close to a standstill. Barge operator Contargo reported all four of its reference gauges between 10% and 64% below the level at which movements can only go ahead case by case. The Emmerich gauge was at 13cm and Kaub at 29cm, 57% and 64% below the point where the maximum low water surcharge applies (The Loadstar, 29 July). Forecasts showed little rain and another temperature spike, so this is not a one week problem.
Why it matters if you import through North Europe. The Rhine is the artery that moves containers inland from Rotterdam and Antwerp to Duisburg, Cologne, Mannheim and Basel. When barges can only sail part loaded, boxes stack up at the seaport instead. North European ports already account for 13% of global port congestion, with Linerlytica reporting delays of up to a week at Benelux and German terminals.
Three things to do.
On the ocean side, the Drewry World Container Index fell 3% to $4,255 per 40ft container (30 July), a third consecutive weekly decline. Shanghai to Rotterdam dropped 3% to $4,677 per FEU and Shanghai to Genoa fell 6% to $5,630 per FEU. Xeneta's Far East to North Europe spot rate was $5,212 per FEU on 24 July, down 1% on the week. Demand is cooling and capacity keeps growing.
One cost to watch: several carriers introduced Emergency Fuel Surcharges from August on the back of higher bunker prices. Ask for the exact per container amount and the effective date before you accept a booking.
The rail and sea route from China through Kazakhstan, across the Caspian to Azerbaijan, Georgia and Türkiye is often talked about as an ocean alternative. Here is where it actually stands.
Transit time is now 13 to 17 days according to Kazakhstan's Transport Ministry, down from 28 to 32 days, helped by simplified customs and single window services. TRACECA puts typical transit at 15 days, against 18 days in 2024.
Volume tells a more careful story. Cargo on the route reached 4.48 million tonnes in 2024 then slipped to 4.12 million tonnes in 2025, the first annual decline since the corridor started scaling. Container traffic is the bright spot at about 77,000 TEU in 2025, up 36% year on year. Kazakhstan's target is 300,000 TEU by 2029, so port capacity at Aktau, Kuryk and Alyat is the constraint, not track.
What still hurts: transfer time at the Caspian, congestion at Georgian ports, and up to ten sets of documents across the border crossings. A unified TRACECA transit permit signed in May 2026 replaces separate national permits, which should cut some of that admin.
Practical read. Use it for containerised cargo where you need speed over lowest cost and ocean transit has become unpredictable. Book with a buffer, because sailing slots across the Caspian are the weak link. On 5 August the Customs Tariff (Suspension of Import Duty Rates) (Amendment) Regulations 2026 came into force. They bring in 72 new tariff suspensions from the 2025 to 2026 business suspensions programme, covering goods including food and drink, chemicals, metals and glass fibre fabrics, and they update the Tariff Suspension Document to version 3.6 dated 7 July 2026.
A suspension means the import duty on a listed commodity code drops, often to zero. It is not automatic. You get it by declaring the right commodity code with the correct relief. Pull your top ten import commodity codes by spend, check them against the updated Tariff Suspension Document on legislation.gov.uk, and tell whoever files your declarations before your next arrival. On a container of chemicals or metals this can be worth more than the entire freight bill for the move.
